What role does culture play in shaping paranormal beliefs?

I think that certain cultures could certainly shape out beliefs when it comes to how we view paranormal activities. However, this might not always be the case. There are so many people who have encountered ghosts and they tend to start believing in ghosts, even though they initially disbelieved in ghosts.
