Yes, it does especially by making the weather cool. Anything that tunes the weather to me cold always will make me feel relaxed.
The rain certainly relaxes me, especially whenever it rains heavily. Unfortunately, I live in a really hot city where it rarely rains. And it never rains heavily at all. This why I never tend to feel the same excitement and relaxation rain has to offer. I live in a city where traffic jams and other problems are very common, so rain just makes things worse.
I feel relaxed and calm whenever it rains. It is what makes me feel calm as the weather is always cool at that particular point.
